Welcome to the Bellevue College Basic and Transitional Studies Program! We are honored to serve you. This site provides information on the specific policies and resources that our program provides in addition to Bellevue College student policies and services.
Certain class textbooks are available for students to lend while enrolled in our program. Please contact your instructor for more information.
Laptops are made available for students to lend while enrolled in our program. Inquiries can be made in R130 through our Director of Operations.
Our programs are federally required to report daily student attendance. In addition, studies show that student attendance is directly linked to student success and progress. As a result, students are required a minimum of 80% class attendance. Lack of attendance impacts course grades and ability for a student to progress and continue in our programs. Student attendance tracking is also a requirement by state policies.
For hybrid and online courses, attendance reporting follows our Distance Ed policies that count completed assignments for attendance purposes. A pre-determined time value is given for each assignment. Instructors record these time values as attendance hours upon completion of assignments.
BaTS follows the Add/Drop Policies of Bellevue College. The Academic Calendar – Bellevue College page includes important dates and deadlines for enrollment and for dropping classes.
Note that instructors may also initiate drops per Bellevue College’s 2450P2 Instructor-initiated Drop (Procedures) :: Policies and Procedures.
Program Managers and Navigators determine student placement upon intake and initiate student Ed Plans.
Student placements are determined:
- student goals
- CASAS scores and other assessments
- student preference of class times and location
At the end of the quarter, faculty determine placement and work with Program Managers and Navigators to continue to develop and update Ed Plans.

- student grades as attributed to the Grading Policy expressed in a Course Syllabus
To continue within our programs, students must make progress towards their goals or within their skills levels. Note that students progress at different rates. However, students are not allowed to repeat a class more than three times. A student who has not successfully completed a course after three attempts will be advised to step out of the program until there is a change that will allow the student to make the expected progress. Such student will also be referred to other community programs that may better meet his or her needs.

- Students are required to participate in pre and post testing each quarter for measurement of learning progress. Most students will be tested through CASAS, but alternative testing is available to some students.
- CASAS post-testing and course final testing days and times are posted in a Course Syllabus and communicated with students in advance.
- A student should communicate with the instructor if there is a testing conflict so testing can be rescheduled per our progression policy.
- Upon completion of the course, CASAS testing, and course finals, all faculty meet with students during Finals week for Ed Plan review, next quarter placement, and course registration.
- CASAS post-testing and/or course finals are recorded and accounted into student grades used to document student progress and credit achievement of learning outcomes.
All students within BaTS programming will be required to complete Educational Interviewing and meet with a program advisor to develop an Ed Plan. During the Educational Interviewing process, students will be introduced to:
- reading strategies
- digital literacy
- bio-reaction
- program pathways & higher education terminology
- college & community resources
- goal development
- CANVAS
- writing and math assessments
