POSITION:          GRANTS & CONTRACTS ACCOUNTANT III,

                              (Class Code #143K), REF #008111       

                              12-month, 100% positions

 

DEPARTMENT:  FINANCE DEPARTMENT

 

SALARY:              Range 50: $3,377 - $4,429 per month

POSITION DISCRIPTION:

Devise, prepare, and coordinate highly-specialized institution wide complex automated and/or manual reports in accordance with GAAP such as income statement, balance sheet, and other reports as required for specific Grants and Contracts and maintain appropriate documentation.  Input and maintain grant and contract budgets.  Develop accountable procedures for effective maintenance of current financial operations for all BCC Grants and Contracts.  Coordinate all reporting of Grants with the appropriate Grant Administrator.

MINIMUM QUALIFICATIONS:

  • A Bachelor's Degree in accounting, business administration, or closely related field which includes eighteen quarter hours or twelve semester hours of college-level accounting courses AND  three years of full-time experience as a professional accountant.  Professional experience may substitute for education but not usually for the credit hours.  A Master’s degree in a financial related field can be substituted for professional experience.

 

DESIRABLE QUALIFICATIONS:

  • Education and/or experience in governmental or non-profit accounting
  • Hands-on experience in accounting for grants and contracts;
  • Knowledge of Federal Regulations and Circulars.
  • Knowledge of Washington State technical and community college’s accounting systems and procedures.
  • Proficiency in MS Office, database software and computerized fiscal systems
  • Demonstrated ability to work effectively with diverse groups and a demonstrated commitment to cultural pluralism

 

CORE COMPETENCIES:

Analysis: Use data and information in a clear and rational thought process to asses and understand issues, evaluate options, form accurate conclusions and make decisions.

Computerized Fiscal Data: Use college-specific software to input and edit output of computerized fiscal data, revising as necessary.  Generate queries and reports.   

Fiscal Recordkeeping: Maintain and modify fiscal record-keeping systems, databases, and spreadsheets; review fiscal records, identify trends, assist in developing problem resolution.

Fiscal Accountability:  Responsibly and accurately handles the public’s money when processing financial transactions and or/committing fiscal resources.  Consistently follows applicable fiscal guidelines, regulations, principles and standards.

Level 2 Spreadsheet: Use spreadsheet software, such as Microsoft Excel, to create and manipulate large or complex spreadsheets, use complex mathematical formulas to calculate data, and link worksheets

Multi-Task: Prioritize and perform multiple tasks in the same timeframe, handle interruptions appropriately, and return to incomplete tasks.

Oral and Written Communication:  Effectively express ideas and information using language that is appropriate to the knowledge and understanding of the audience.

 

ESSENTIAL FUNCTIONS:

  • Prepare and analyze periodic and annual fiscal reports such as monthly and quarterly invoices and financial statements;
  • Coordinate fiscal procedures with institution administrators, departments heads and outside agency’s staff;
  • Regularly instruct and check the work of other departments administering the grants verifying that grant meets all specific criteria included in the budget or plan;
  • Devise and establish control systems for determination of costs; maintain and analyze cost records and ascertain cost distributions within the criteria of the grant budget;
  • Assist the Budget/Grants & Contract Manager in the preparation of year end entries;
  • Communicate policies and procedures as they apply to Grants and Contracts to college community;
  • Reviewing monthly trial balances and problem solving concerning ARFS adjustments identified by State Board;
  • Reconcile various grants and contracts, working directly with campus grant coordinator and outside agency’s staff,  requesting reimbursement, preparing monthly and year end adjusting entries;
  • Providing recommendations for computerized accounting system improvements;

 

Union shop provisions cover this position as the result of a majority vote by employees in the bargaining unit.  All employees must either join the Washington Public Employee’s Association  and pay regular union dues or pay a union representation fee on date of hire as required by the Dept. of Personnel, Higher Ed. Division rules.
