SALARY:                    Range 50: $3,311 - $4,342 per month

POSITION DISCRIPTION:

As a professional position, a Fiscal Analyst III is expected to prepare, analyze, and interpret automated and/or manual financial reports; interpret fiscal policies; assess, develop, implement and evaluate complex fiscal systems and procedures in accordance with Generally Accepted Accounting Principles (GAAP).   Under general direction of the Executive Director of Finance and Auxiliary Services, perform complex fiscal duties such as preparing financial statements, analyze accounts payable/receivable discrepancy resolution, accounting system/procedures development and implementation.

MINIMUM QUALIFICATIONS:

BA Degree, which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting AND 2+ years of relevant professional experience.  Professional experience may substitute for education but not for credit hours.

 

DESIRABLE QUALIFICATIONS:

  • Proficiency in MS Office, database software and computerized fiscal systems
  • Knowledge of local, state, and federal laws and regulations
  • Demonstrated ability to work effectively with diverse groups and a demonstrated commitment to cultural pluralism

 

CORE COMPETENCIES:

Analysis: Use data and information in a clear and rational thought process to asses and understand issues, evaluate options, form accurate conclusions and make decisions.

Computerized Fiscal Data: Use college-specific software to input and edit output of computerized fiscal data, revising as necessary.  Generate queries and reports.   

Fiscal Recordkeeping: Maintain and modify fiscal record-keeping systems, databases, and spreadsheets; review fiscal records, identify trends, assist in developing problem resolution.

Fiscal Accountability:  Responsibly and accurately handles the public’s money when processing financial transactions and or/committing fiscal resources.  Consistently follows applicable fiscal guidelines, regulations, principles and standards.

Level 2 Spreadsheet: Use spreadsheet software, such as Microsoft Excel, to create and manipulate large or complex spreadsheets, use complex mathematical formulas to calculate data, and link worksheets

Multi-Task: Prioritize and perform multiple tasks in the same timeframe, handle interruptions appropriately, and return to incomplete tasks.

Oral and Written Communication:  Effectively express ideas and information using language that is appropriate to the knowledge and understanding of the audience.

 

ESSENTIAL FUNCTIONS:

  • Analyze, extract required information, research and consolidate information for financial reporting, table maintenance, job scheduling , or financial statement on an accrual basis;
  • Assist higher-level accountants, managers, or directors with accounting summary information, analysis of financial reports and development of procedures;
  • Coordinate fiscal activities with other departments of the college, such as project collaboration that directly impact other areas of the college or training on fiscal processes.  
  • Functions as a senior specialist investment accountant.
  • Coordinate daily cash receipts with cash disbursements to determine the college’s net cash position to make investment decisions.
  • Analyze revenue projections, budget or expenditure forecasts for a management specified area.
  • Investigate, to resolve accounting problems, and prepare adjusting entries to the general and subsidiary ledgers, accounts receivable and payable; 
  • Interpret institutional, state and federal fiscal policies;
  • May reconcile specific accounts or processes such as bank statements, fixed assets, payroll etc.
  • Assist, lead, and mentor other fiscal staff
  • Monitor and review computer input and output processes and formats
  • Perform complex analysis, including historical synopsis of on-going programs with multi-investigators and multi-sib accounts for the proper accounting of expenditures.
  • Trains and develops fiscal related professional and support staff in financial methods and procedures

 

Union shop provisions cover this position as the result of a majority vote by employees in the bargaining unit.  All employees must either join the Washington Public Employee’s Association  and pay regular union dues or pay a union representation fee on date of hire as required by the Dept. of Personnel, Higher Ed. Division rules.
